that does a mix of traditional portraits and photojournalism

I use a Canon Rebel XTI. I am looking for a lens with good bokeh and clarity that will enable me to take good (candid) shots of (sometimes moving) people/children, particularly, as well as some posed portraits. I am looking for a lens that can stick with me for many years for its professional, or semi-professional quality.

If you have experience or even if you don’t what do you think of my level of expertise.

Every so often I see people in the street ect that just look interesting I would love to do portrait shots of them. I am an older man and most of the interesting people are men but some women are nice as well. Have no interest in children as a model.
How do I go up to someone whithout them getting the wrong idea? My motives are only for portraits not anything else!

Looking for recommendations (or warnings!). I prefer the photojournalism style, but generally want great pics for a great price. Thanks!!
